The question we started with

THE QUESTION #

Why can a few dozen cheap sea mines close a strait that a whole fleet cannot force?

A fleet can destroy anything it can see. It can sink ships, silence batteries ashore, and drive aircraft from the sky. Then a merchant hull slips out one night and drops a few dozen iron spheres in a channel, and the strait shuts — not for the hour it takes to clear them, but for weeks. Nothing in the fleet's advantage seems to apply. Why not?

Reasoning it through

REASONING #

Start with what the fleet's power actually is. It destroys targets: things that can be found, and that must expose themselves in order to act. Every advantage it holds — range, firepower, speed, air cover — is an advantage in the contest of finding and striking. A mine does none of the things that make something findable. It does not move, emit, or need to be commanded. It has no morale to break and cannot be deterred, because it does not decide.

Now look at the two tasks side by side, and notice that they are not the same kind of claim. To deny the channel, the layer needs one mine somewhere in it. To reopen the channel, the clearing side must be able to say something about every square metre of it. One is an existential claim, the other a universal one — and universal claims are established only by exhaustive search. That is the whole asymmetry, and it explains why the effort to clear tracks the size of the area rather than the number of mines. Ten mines and a hundred mines in the same channel cost roughly the same to answer, because the answer is the search, not the mines.

Push on that and it gets worse for the clearing side. You cannot verify a channel by driving through it, because a modern influence mine — one triggered by a ship's magnetic field, its noise, or the pressure of its passing hull — can carry a ship counter and an arming delay. Set to ignore the first several ships, it turns a successful transit into misleading evidence. So the only usable procedure is object-by-object survey: locate everything on the bottom, decide what each thing is, and dispose of the ones that matter. That is slow work done by small, lightly armed vessels which must sit still in exactly the water the other side has ranged.

Notice what has happened to the currency. The mines have not sunk the strait's traffic. They have made a statement about the strait impossible to check cheaply — and traffic stops on the uncertainty, not on the losses. Insurers stop writing cover, charterers refuse the route, crews will not sail. That is why a state can get part of the effect by declaring a minefield it may have laid only thinly, or not at all: the declaration imposes the same search obligation. A bluff is a real instrument here, though a spent one, since it works only while it cannot be tested for free.

Is this a mechanism or a story? It makes a checkable prediction: closure duration should track the area under suspicion and the confidence demanded, not the tonnage of explosive. So a strait mined with a handful of weapons at unknown positions should stay shut longer than one mined heavily at positions the layer announced precisely. What would refute it: shipping resuming promptly on nothing more than a claim that clearance was complete, with no survey behind it — or clearance times that scale neatly with the number of mines recovered. Either would mean the delay was caused by the weapons rather than by the epistemic problem they create.

One honest limit. None of this makes mines a trump card. They are indiscriminate, and they deny the water to the layer's own shipping too, which is why minefields are so often laid with gaps whose positions become a secret worth more than the mines. And a strait is not a wall: where an alternative route exists, mining converts a passage into a price — extra days, higher premiums — rather than a closure, which is the same lesson chokepoint geography teaches.

Sweeping the whole floor carefully takes an hour whether there was one shard or ten, and at the end you still cannot promise the floor is clean. So the kitchen goes out of use, and the cost was not the glass.

Clarifying the model

THE MODEL #

The tempting misreading is that mines are powerful because they are hard to see. Concealment matters, but it is doing something more specific than hiding: it is preventing the clearing side from bounding the problem. A mine whose position is known is an inconvenience to be lifted. The same mine at an unknown position within a large area is a search task, and search tasks are what navies are worst at converting firepower into.

It also follows that mine warfare is not really cheap. It is cheap for the layer and expensive for everyone else — and the countermeasure force that makes it survivable is expensive, unglamorous, and chronically underfunded in peacetime, because its value appears only when a strait shuts. The asymmetry that makes mining attractive is the same asymmetry that makes the counter-mine fleet a poor budget argument until the day it is needed.

Mines close a strait because they change the question from one the fleet is good at — finding and destroying things — to one it is bad at: proving that nothing is there. Denial needs one mine somewhere; reopening needs a statement about the whole channel, and that statement can only be bought by exhaustive survey. So the cost falls on area and confidence rather than on tonnage, traffic halts on doubt rather than on damage, and the weapon's real payload turns out to be uncertainty.
